Dover Public Records
Dover public records cover City Clerk files, police reports, zoning verification letters, Fire Marshal statements, property liens, and the city's municipal code. Dover is Delaware's capital and the seat of Kent County. The City Clerk serves as the FOIA Coordinator and takes requests under 29 Del. C. Chapter 100 and the City of Dover FOIA Policy. Many Dover public records are posted online for free. For anything not posted, a quick written request through the city portal lands on the right desk. Dover must answer within 15 business days.
Dover Overview
Dover FOIA and the City Clerk
The City of Dover posts a full FOIA landing page at cityofdover.com/FOIA. It quotes 29 Del. C. § 10001 directly: "public business be performed in an open and public manner." The page hosts a request form, a status lookup, and a searchable archive of past FOIA requests.
Crystal Wheeler serves as both the FOIA Coordinator and Records Manager for Dover. Help is one call away at (302) 736-7008 or by email to cityclerk@dover.de.us. The FOIA policy allows written requests in person, by email, by fax, or online.

The Dover FOIA page above is the fastest entry point. Status tracking is a nice touch. You can check on your request without calling.
Dover follows the state rule on response timing. Within 15 business days, the city either grants access, denies access with a written explanation, or notifies that more time is needed because records are voluminous, archived, or in legal review.
Note: Dover will not deny a FOIA request just because it came in on a non-standard form. A plain written request that names the records works fine.
City Clerk's Office in Dover
The City Clerk is the primary custodian of Dover public records. The office hosts a dedicated page at cityofdover.com/departments/city-clerk. Staff can help locate specific records with reasonable effort.
Request-specific detail helps. The more specific the types of records, dates, parties to correspondence, and subject matter, the faster the search runs. Generic requests slow everyone down.

The Clerk's page above lists service areas beyond FOIA, including municipal elections, official document certification, and legal notice posting.
The city also maintains a full municipal code online. It covers zoning, building codes, health and safety regulations, business licensing, traffic rules, animal control, and environmental rules. Historical ordinances are still available through the Clerk.
Dover Police and Fire Records
The Dover Police Department releases a "Victim's Copy" of any crime report to a listed victim. Visit in person at the department with photo ID. Call the Records Unit at (302) 736-7105, Monday through Friday, 8:00 AM to 4:00 PM, before heading over to confirm the report is ready for pickup.
There is no fee for a Victim's Copy of a Dover police report. Custodial parents or legal guardians can pick up reports for minor children. Next of kin can pick up reports for deceased victims with proof of relationship. Copies do not go to anyone other than the listed victim without a court-issued subpoena.
Insurance companies may request a report for their insured's property only. Suspect information is not released in that case. Fees apply for insurance copies. The current rate is $25.00. Written requests must be sent in advance. More detail sits at doverpolice.org/policereport.
Fire Investigative Reports are closed under Delaware law. A Statement of Verification is available from the City of Dover Fire Marshal's Office instead. Contact Jason Osika, Fire Marshal, at P.O. Box 475, Dover, DE 19903. Call (302) 736-7099 or email Josika@dover.de.us. The Statement is often enough for insurance claims, though not for court.
Dover Planning and Zoning Records
The Dover Planning and Inspections Department keeps land use, zoning, and permit records. Visit cityofdover.gov/planning-faq for details on what is on file.
Zoning maps are on the city's ArcGIS parcel and zoning viewer. A Zoning Verification Letter runs $50.00 and covers current zoning, zoning overlays, permitted uses, and active code enforcement violations. A FOIA request is the right path for copies of actual code violations on a specific property.
What the Planning and Inspections office keeps on Dover public records:
- Building permits and inspection records
- Certificate of occupancy records
- Site plan approvals
- Conditional use applications
- Code enforcement records
- Zoning map book

The planning page above is a solid starting point for anyone researching Dover real estate, construction, or development. For questions call (302) 736-7196 or email permitsandlicenses@dover.de.us.
Note: Grass over 8 inches can trigger a code violation in Dover. Junked vehicle rules also apply and show up in code enforcement records.
Dover Tax and Property Records
Liens, outstanding taxes, and property assessments for any Dover parcel are free from the City of Dover Customer Service Department. Email ebilling@dover.de.us, fax (302) 736-7193, or call (302) 736-7035. This is one of the easier Dover public records to pull, and no formal FOIA request is needed.
Dover uses Kent County assessment data for its tax rolls. The actual assessment happens at the Kent County Assessment Office. For deeper property research, the Kent County Property Records Search is the tool to use. The search returns ownership, legal descriptions, sale prices, and history of assessments for any Dover property.
The Dover Finance Department also maintains sewer billing and connection records. Delinquent tax records are available on request. Escrow arrangements can be set up for mortgaged properties, and penalties apply for late payment under the city's schedule.
Dover public records on contracts, audits, and budgets flow through the Finance Department too. Annual budgets are posted online for public review.
